The overall aim of the Project
Follow-up to the process of improving competences and operational capacity of the Ukrainian banking sector supervisor i.e. the National Bank of Ukraine. Multidimensional institutional development of the National Bank of Ukraine together with the support of the Ukrainian banking sector.
Additionally, the activities undertaken within the Project aimed to contribute to the Ukrainian and the EU approximation which is in line with the Polish Foreign Policy Priorities for 2016-2020 regarding the Polish administration support for the accession aspirations and assistance in political and economic transformation.
Project objectives and results
Were to improve the competences of approximately 105 employees of the National Bank of Ukraine in a series of 5 training and consultation workshops conducted by the UKNF experts in Kiev.
The Project was the continuation of an expert support of the Polish supervisor for Ukraine and met the current needs of the banking sector in Ukraine within bilaterally specified training needs research.
The scope of the Project
The Project covered preparation and implementation of 5 training and consultation missions in Kiev within the area of banking sector supervision i.e.: applying macroprudential instruments, inspection process related to AML, licensing of payment services, including peculiarities of licensing of Fintech companies, assessing corporate governance and supervisory assessment of owners of a qualifying holding in banks in the course of acquisition of such qualifying holding and within ongoing monitoring of compliance by the banks’ owners.
Financial resources of the Development Co-operation Project No 30/2018:
The Project was financed by the Polish development cooperation programme 2018 of the Ministry of Foreign Affairs of the Republic of Poland.
Project total value: PLN 113 400,00.

Development cooperation denotes a concerted effort taken in partnership by developed and developing countries, international organizations and non-state institutions (including NGOs and businesses) to level out global development differences by raising living standards in less developed countries. Development cooperation aims to reduce and eradicate poverty around the world.
The primary objective of Poland's development cooperation is to create conditions for sustainable development of developing countries. This aim is pursued in particular by promoting and consolidating democracy and respect for human rights, helping create modern and efficient state institutions, promoting their sustainable social and economic development1, undertaking actions which contribute to reducing poverty and improving the health condition of the population, as well as raising the level of education and professional qualifications of the population.
A distinctive characteristic of Poland’s approach to development is a deep conviction, stemming from the period of social and economic transformation, that development and creating a prosperous society are impossible without democratizing public life. Consequently, Poland’s development cooperation focuses, among others, on two priority areas of support: democracy and human rights, and good governance meaning in particular: regional development, enhancing the competences and capacities of public administration; reinforcing the rule of law and combating corruption; reinforcing the rule of law and combating corruption; access to reliable and objective information;

As a result of the application process and in line with the decision of the Polish Ministry of Foreign Affairs, the financing was awarded to the proposal, submitted by the UKNF, i.e. Development Co-operation Project No 30/2018 “Further strengthening the institutional and operational capacities of the National Bank of Ukraine” within the Development cooperation plan for 2018.
