Zbigniew Jacek Wiliński at the debate ‘Blockchain as a tool of advantage – does Poland keep up with the technological change?’

Zbigniew Jacek Wiliński, Director of the FinTech Department at the UKNF, took part in the debate entitled ‘Blockchain as a tool of advantage – does Poland keep up with the technological change?’. The debate was held as part of the ‘Blockchain State’ conference organised by NASK (Research and Academic Computer Network).

Issues related to the development and implementation of Blockchain in Poland were raised. The discussion concerned, among other things, the possibilities of using Blockchain in the public and private sectors.

Key points of Zbigniew Jacek Wiliński's contribution:

  • From the perspective of the UKNF, Blockchain is a part of the financial market transformation. The UKNF acknowledges the growing role of DLT-based solutions, as exemplified by the DLT Virtual Sandbox – a joint project implemented together with the Central Securities Depository (KDPW).
  • In the light of the upcoming implementation of the EU MiCA Regulation, the UKNF is getting ready to performing new obligations in a range of areas: legal, organisational, and technological, to achieve full readiness to perform its tasks, both in terms of receiving and processing requests, and in terms of issuing authorisations. 
  • ‘We are well aware of our role and responsibility, and the whole process of preparation aims at ensuring efficient, sound and as expedient as possible service to stakeholders after the MiCA Regulation enters into force,’ emphasised Zbigniew Jacek Wiliński.
  • ‘The legislative process in Poland is still pending but irrespective of that the UKNF is involved in the work of international working groups and tracks the experience of other EU Member States to ensure an efficient implementation of new regulations in compliance with EU standards,’ added Zbigniew Jacek Wiliński.
