Assistance initiatives to support the supervision, safe development and proper functioning of the financial market in Poland
The Polish Financial Supervision Authority - UKNF is a beneficiary of technical support financed from the funds of the EU Technical Support Instrument (hereinafter: "TSI") for the period from 2021 to 2027.
The Technical Support Instrument (TSI) is a continuation of the Structural Reform Support Programme (SRSP) under the EU’s 2021–2027 Multiannual Financial Framework, which Programme is financed from EU funds and managed centrally by the Secretariat-General – Reform and Investment Task Force (SG REFORM) at the European Commission (EC). The national coordinator of the Programme in Poland is the Ministry of Economic Development and Technology.
The objective of the Instrument is to support EU Member States’ efforts in developing and implementing reforms and EU legislation and supporting the green and digital transitions, and – in the long term – to strengthen their institutional and administrative capacity. The support provided under the TSI may be obtained for original projects developed by the beneficiary’s administration or under flagship projects addressing the issues of most EU Member States. As part of the first round of the TSI, the European Commission granted support for the project for the development of a national strategy for financial education. Nine key Polish institutions were involved in the project: the Polish Financial Supervision Authority in close cooperation with the Ministry of Finance, Ministry of Education and Science, National Bank of Poland, Office of Competition and Consumer Protection, Bank Guarantee Fund, Warsaw Stock Exchange, National Depository for Securities, and the Financial Ombudsman.
As part of the second round of the TSI, the UKNF has become the beneficiary of a multi country project in the field of sustainable finance (supporting the supervisory authorities in Poland, Croatia, Malta and Romania) and a flagship project of the European Commission "Digital Finance Academy 1-0" in the field of strengthening the institutional capacities and competences in the area of innovative digital finance. As part of the fourth round, the UKNF became a beneficiary of a multinational project of assistance in the area of CCPs, addressed to supervisory authorities in Poland, Croatia, Greece, Portugal and Romania (Capacity enhancement for CCPs authorisation, supervision, recovery, and resolution). In the fifth round of the TSI, the European Commission selected the UKNF to take part in the continuation of the flagship project – EU Supervisory Digital Finance Academy – EU SDFA 2.0).
